Marell Country Estates Community Rules and Regulations

The purpose of these rules and regulations is to promote safety, goodwill, comfort and harmonious relations.
It is the responsibility of the head(s) of each household to see that these rules and regulations are taught to all their children and that they obey them.
Visitors to the community are to obey these rules and it is the responsibility of the resident to inform their visitors of these rules.
The consequence for those unwilling to follow these rules will come in one of three forms;
1) Raise lot rent when lease is renewed or
2) Not renew the lease or
3) Proceed with immediate eviction
Home Set-Up
Any Home with an electric water heater must have a back flow valve installed at the water heater connection point. (For fire prevention/heater element reasons)
All home hitches must be removed within 15 days of entering the community or whenever skirting is installed, whichever is earlier.
Only vinyl mfg. home style skirting material is allowed unless written permission from the Landlord is given. The vinyl skirting must be kept in good condition with no holes larger than 1 inch in diameter.
Window air conditioners that are braced from the ground is not an approved installation method. If additional support is required the resident is to follow the air conditioner manufacturer’s guidelines.
Steps/stairs: Steps must be constructed in accordance with state building codes and shall consist of materials resistant to the weather such as concrete, fiberglass or treated wood. Generally all (main entrance) steps shall measure at least 3 ft. wide and a landing of at least 3 feet in the direction of travel shall be provided at the top of the stairs. The landing may not be more than 8 inches below the interior floor elevation. Stairs of more than 3 risers shall have a minimum of one handrail.
Utilities
Resident is responsible for winterizing their own home and shall be responsible for any and all damages to the Landlord's equipment if freezing occurs caused by the resident's failure to properly winterize. Foreign objects including but not limited to sanitary napkins, paper towels, and toys must not be flushed down toilets. The resident will be responsible for unplugging and repairing sewer pipes and drains caused by foreign objects.
Water meter: Water meters are the property of Marell Country Estates and, no one is allowed to tamper or alter any meter for any reason, including but not limited to diverting the flow of water or bypassing the meter. Tampering will be considered a breach of the rental agreement; the landlord may reasonably estimate the usage for as long as the landlord believes the meter was tampered with and charge the resident accordingly. The resident will also be responsible for all costs for the landlord's plumber to return the water service to its original condition. Heat tape is provided with each water meter to keep the water meter and the line to the meter protected from freeze-ups and it is the resident’s responsibility to keep this heat tape plugged in to a working outlet.
Signage
"For sale" signs are limited to one sign per home or vehicle and it must be located in a window and not exceed 11 inches by 14 inches. No other signs may be displayed without prior approval by Community Owner.
Each site must clearly display its’ lot number sign as provided by the Community Owner.
General Site Regulations
Site Up-Keep: It is the responsibility of the resident for lawn care and snow removal within the boundaries of their site. The resident is responsible for mowing the grass on their site keeping it less than 5 inches. Each resident is responsible for maintaining their site, home and outbuildings in a clean and orderly fashion. The site is NOT to be used as a "storage shed". Items not used on a weekly basis need to be stored in shed or someplace completely out of sight.
Management reserves the right to clean up a neglected site and bill the responsible tenant based on a rate of $50.00 per hour.
Garbage: All garbage must be put in fly-tight garbage cans or trash bags and not allowed to accumulate to excessive amounts (more than 3 trash cans worth).
Occupancy: Two people per bedroom or a maximum of 6 people (for 3 BR) per home are allowed. Marell Country Estates is for homeowners only…no renting of the home to others is allowed.
Your site is designed for residential use and not for the conduct of a retail business or any other enterprise prohibited by the zoning or other ordinances pertaining to the community. People evicted from this community are not allowed to visit or live here.
Outbuildings: Open outside storage of building materials, appliances, car parts, and other items is not permitted. Construction of any accessory building, structure, deck or attachment to the home must have:
1. prior written consent from the Landlord and
2. must be in accordance with the state building code and
3. have professional caliber workmanship
If a permit is required, the resident shall obtain such a permit. A copy of any governmental permit shall be provided to the Landlord. In no case will chipboard or blandex be permitted as an exterior siding material. Exterior color of the home or accessory structure, deck or attachment must be in harmony with other existing homes.
Storage sheds: Each site is limited to 2 storage outbuildings/sheds. The combined total square footage of the outbuilding(s) cannot exceed 140 square feet. The location of the shed(s) need prior written consent from the Landlord before erection/installation. Tin Sheds are not allowed.
Garages/Car ports: Must be either scratch built (see professional caliber workmanship requirement above) or a kit-type that can be easily removed. No canvas or vinyl material is allowed for garages/carports. The garage/carport location needs prior written consent from the community owner.
Planting:
Trees and shrubs: All trees and shrubs may only be planted after receiving prior written consent from the Landlord. Certain species of trees are undesirable. In addition, before digging, driving rods or posts, it is the tenant’s responsibility to contact Diggers Hotline to have all underground utilities marked. All tree/bush trimming and/or removal is the responsibility of the Community owner and it is the Resident's responsibility to notify Community owner regarding need for tree/bush trimming and/or removal.
Fences: The erection of fencing is not allowed without the prior written consent from the Landlord. Fences for the sole purpose of keeping dogs contained should be the invisible fence type.
Clotheslines: Anchoring of clothesline poles in cement is not permitted.
Satellite Dishes & Antennas: Anchoring of satellite dish or antenna in cement is not permitted. No satellite dish with a diameter greater than 1 meter is permitted. Any resident wishing to erect a television or other antenna must receive written consent from the Landlord. Antennas must be placed by or on the home. Antenna height is limited to 10 feet as measured from the ground.
Parking: Parking of all vehicles, boats, trailers, etc. is restricted to the area between the home and the road. No parking is allowed past the front edge of the resident’s home. Parking on the lawn and overnight parking on the road is not permitted. Each site can accommodate two cars deep by two cars wide.
No vehicle is to be used as a “storage shed”.
No semi-trailers are permitted in the community.
Only licensed vehicles (cars & trucks) are permitted in the community. All vehicles must be kept current with their license.
No vehicles allowed on blocks for more than 3 months.
Working on, repairing, overhauling and changing of oil is not permitted on the streets of the community but is permitted on the parking area of the resident’s site only if appropriate safeguards are employed to prevent oil, fuel or other pollutants from spilling onto the ground. Safety measures shall also be employed to prevent accidental injury to self and others.
Wood burning:
Outside storage of firewood must be stacked no higher than three feet, must be stacked in a safe manner so it cannot topple over and must be located (reasonably) out of sight such as at the rear of the home or behind any approved accessory structure and not within 8 ft of any tree.
Stoves and fireplaces: No wood burning stove or fireplace is allowed (for air quality reasons).
Fire pits: Outside fires are permitted only in a Landlord approved fire ring. No burning is allowed during periods of designated burning bans. Only wood burning allowed (not plastic, rubber, etc.) After use, ashes and debris must be disposed of properly.
Trampolines and swimming pools: No trampolines allowed. Tenants having swimming pools with water depths greater than 12 inches are required to notify their homeowner’s insurance company.
Speed Limit
The 15 mph speed limit applies to everyone (residents and visitors). Any time you notice a delivery truck (UPS, FedEx, etc.) or some other resident or non-resident vehicle speeding please try to get the truck # (for delivery trucks) or license # and then let the Landlord know. The use of ATVs, go karts, dirt bikes and snowmobiles is prohibited in the community.
Conduct
Quiet hours are from 10 PM to 7 AM. If you have a neighbor that is being loud and disruptive please call the Landlord first before attempting to call the (non-emergency) Dunn County Sheriffs department number.
No alcoholic beverages are permitted in any building owned by the community.
Weapons and explosives: There shall be no brandishing of firearms or any other weapons in an attempt to intimidate, threaten or harm anyone by any resident or their guest while in the community.
The lighting and use of airborne fireworks is prohibited in the community.
NOTE: Any exceptions to the above rules must be pre-approved (in writing) by management.
